In most communities, the authority of emergency services is passed down through state laws and adopted by local jurisdictions. Regardless of the type of emergency services (federal, state, county, local, regional, or private) government entities adopt codes and ordinances to define their authority and guide their responsibility. Furthermore, consensus standards and model codes provide recommendations, guidelines, or requirements for how fire protection is provided and how fire prevention is managed. It is absolutely critical that fire service leaders are well informed of the codes and standards. Develop a three to four page research paper based upon the following instructions and guidelines. Visit the web site www.municode.com and select the BALTIMORE. When you determine your community, search for the codes and ordinances relative to fire prevention and fire protection. Provide a synopsis of the community, such as the name, government structure, and emergency services organization in the introduction. Include the following information within the body of your paper. Additional outside research will be required and should be properly referenced. Succinctly explain the information found within the municipal code regarding fire protection and prevention, emergency management, or emergency medical services. Identify the model codes and consensus standards referenced throughout the municipal code and provide background information on at least one model code and one consensus standard. For example, identify the organization that publishes or validates the code or standard and a description of its scope and purpose. Explain the authority and scope of responsibility that is placed on the emergency service organization and why this authority is important as a part of the municipal code. Identify at least three examples of punishments, violations, or fines that the emergency services organization can place upon the citizens, businesses, or visitors of the jurisdiction. In addition, identify if there is an appeal process allowed through the municipal code. Explain the process of revising or adopting new requirements within the municipal code. In your opinion, what knowledge, skills, and abilities should emergency services leaders have to enforce, maintain, and adopt the requirements of the municipal code? (PLEASE NOTE: This project may require outside research) The paper should contain a title page and a list of references in APA format. All internal citation of outside sources plus the listing of all references should also adhere to APA format.
