Fusion centres
One of the more contentious homeland security debates has concerned fusion centres—state and locally run organizations dedicated to information sharing and analysis. These centres have raised concerns regarding civil rights and the monitoring of lawful political and religious activities. There have also been concerns about their effectiveness and the quality and timeliness of the intelligence produced. But while fusion centres certainly saw their share of shortcomings in their early years, there has been substantial progress in their national security role.
Question: Are fusion centers an effective and efficient mechanism to exchange information and intelligence, maximize resources, streamline operations, and improve the ability to fight crime and terrorism by merging data from a variety of sources?
Social Media and Trending Tech Impact on Homeland Security
Currently, the use of social media is being used to implement global change. The concept of globalization has provided both benefits and risks to the world of nations. The concept of transnational risks asserts that one of the factors contributing to these risks is the widespread use of information technology communication such as the Internet, cell phones, and social media. These methods of communication can be used to mobilize individuals and groups, acquire resources, and in some cases garner external attention and support.
Can social media globalization, as an effective tool to garner activism, constitute a risk to our national security? Explain your position and support it with cited examples and recommendations.

• Read State v. Slayton, 154 P.3d 1057 (2007). In Slayton, the defendant received a hunting permit, hired a guide, and thereafter shot an elk and carried it out of the area. The defendant’s hunting permit was valid in only a limited location, and the defendant shot the elk outside that location. The defendant was convicted of unauthorized hunting and transporting wildlife. The Arizona Superior Court vacated the defendant’s convictions, the state appealed, and the Court of Appeals of Arizona reversed. According to Quarantelli (2008) and Perry and Lindell (2003), what are the common misconceptions about human behavior in disasters?

Read the classic study of panic in an emergency event by Johnson (1988). The study examines human behavior in the Beverly Hills Supper Club fire and is one of the most referenced studies on the topic. Find a good quote that illustrates Johnson’s findings about behavior during the evacuation.
Do you think this is representative of behavior in other types of emergencies?
While the study is older, it provides the most complete and vivid description of human behavior in an extreme event…it is a classic of the field!

Provide your position on disaster diplomacy and if it can be applied to real-world situations. Is this a realistic concept or idealistic wishful thinking that, at best, produces only temporary, transitory benefits?
