(1) Identification of policy issue addressed – magnitude, scope, population affected. Include data from sources that explain the scope of the issue including: who is impacted, how are they impacted, what does this mean for individuals directly impacted by the issue, who is defining the issue?
(2) Identification of the human rights violated by this issue – Using the HR framework and the UDHR or other relevant human rights documents discuss the current policy impacts on the human rights of the identified target population.
(3) Analysis of past and current policies in relation to the identified issue – students will discuss the contribution of such policies in addressing the issue. Guiding questions include:
● What is the goal of the policy or policies?
● What benefit, resource or protection is offered by the policy?
● Who can access the benefit/resource/protection?
● Which individuals, organizations or coalitions might support the policy’s implementation? Which might oppose the policy implementation?
● What is the main outcome of the policy?
● How is the effectiveness of the policy evaluated? (4) Proposed changes – students will conclude with recommendations that will improve current policy responses, and contribute to address the identified issue.
